The 2016 Annual Social Progress Index reports two Colombian Cities (Cali & Palmira) as being within the top 10 most dangerous cities in the world. Organized crime groups involved with the drug trade often operate in the rural areas. Due to the poor condition of infrastructure in the rural areas it can be difficult for government and emergency services to reach remote locations.
